Debra C. Hallow – Chief Executive Officer
Originally from Massachusetts, Debra Hallow, CEO of the JARC Florida has been at the helm for 23 years. During that time JARC has grown from a program with three residential homes to a network of 10 residential homes located in Boca Raton and Delray Beach, a supported living apartment program, a community day training program as well as community case management, supported employment and social and recreational programs supporting adults with disabilities. She began her career at the Walter E. Fernald State School in Waltham, Massachusetts. The facility was the oldest in the United States built to house and segregate people with disabilities from the general community. Her unique perspective enabled her to create a vision, together with the dedicated board of JARC to insure that men and women with disabilities would be assured a life of independence, dignity and respect.
Jeffrey Zirulnick – Chief Operating Officer
Jeffrey Zirulnick recently joined the JARC team with 35 years of fiscal, program and facility management experience in both non-profit and for profit organizations, ranging from higher education to court appointed receivership. He has Bachelors and Masters in Education Administration from the University of Miami and has received the “Fellow in Synagogue Administration” form the North American Association of Synagogue Executives. He has published articles on higher education and synagogue administration including “Special Event Programming for the Alternative Institution” and “Strategic Planning: A Synagogue Approach.” Jeff brings a diverse skill set in developing programs and services that teach, inspire and empower new ideas to fulfilling our mission of providing extraordinary people the opportunity to lead ordinary lives.
Debbie Hammer, CFRE- Director of Development
Debbie Hammer recently joined the staff of JARC with more than 30 years of development experience in the Jewish community. Debbie received her Bachelor’s Degree in Music from Drew University, graduating Cum Laude with Honors. She received her Master’s in Jewish Communal Service from Brandeis University where she was a Federation Executive Recruitment and Education Program Scholarship Recipient. She has also received her CFRE certification from the Association for Fundraising Professionals.
Nancy Freiwald, Director of Program Services
Nancy Freiwald has a degree in Business and Psychology. Nancy began working at JARC FL over 20 years ago as the Case Manager for the Residential program. Since that time, she has taken on many roles and is now the Director of Employment Services, overseeing the Adult Day Training Program and Supported Employment Department.
Joan Banner, MHCM Director of Supported Employment
Joan has worked for Agencies that provide Services to individuals with Disabilities for over 30 years. 20 of those years was employment in various management positions for the Department of Health Services for the Commonwealth of Massachusetts. Joan has an undergraduate degree from Northeastern University and a Masters in Health Care Management from Antioch College.
Joan has worked At JARC for four and a half years, first as the Director of Supported Employment. She is currently the Director of Supported Living, responsible for all aspects of JARC’s Supported Living program. My favorite part of my work day is hanging in the Apartment lobby catching up with the residents.
Jay Baldeo, CPA- Controller
Jay has been in the accounting profession for over 24 years. He graduated with a BA in accounting from Queens College in New York. Became a licensed CPA in New York in 1999 and licensed in Florida in 2008. Jay also obtained a Master’s degree in taxation at FAU. He worked as an auditor in a few accounting firms including Ernst and Young.
Fallon Gechter, MBA – Director of Communications & Marketing
Fallon Gechter graduated from the University of Central Florida with a Bachelor’s degree in Organizational Communications and a Minor in Creative Writing. She attended Nova Southeastern University where she received her Master’s In Business Administration. Fallon joined JARC in 2012 after spending 5 years in the non-profit marketing/event planning field.
Paula Harman- Executive Assistant
Paula Harman has been involved in Jewish Communal work for over 30 years and has served as Dr. Hallow’s executive assistant for 13 years. Paula’s duties include administrative responsibilities and interaction with JARC clients.
